Retail opportunity at park to support to spray ground, new amenities

The Niagara Region of the New York State Office of Parks, Recreation and Historic Preservation is seeking a partner to provide retail/café service at the newly updated Buffalo Harbor State Park. In May 2026, the only state park in the City of Buffalo will reopen following a $47.5 million overhaul.

When reopened, the park will feature a new spray ground that will offer an active play experience as well as the expansion of inclusive play equipment to the signature playground. Additional improvements will include a park office with public restrooms, updated park furnishings, and a large sculpture that will capture the spirit of the City of Buffalo and its beautiful waterfront.

The retail/café service will fill a space in the park that includes three glass-door refrigerated merchandisers, multiple modular mobile display and storage units, retail counter and two indoor furniture sets as well as restrooms. Preference will be given to respondents who focus on fresh, healthy and affordable options.
