After more than eight-and-a-half years of dedicated service to the Niagara Falls Water Board, Colleen Low Larkin has announced her decision to step down from her role as one of the board’s five-member volunteer board of directors. Throughout her tenure, Low Larkin served with distinction, including leadership positions as vice chair from March 2020 to September 2024, as well as chair of the evaluation and governance committees.
As a representative for New York State Senate, sponsored by Sen. Robert Ortt (District 62), Low Larkin, who was appointed in April 2017 for a two-year term, played a pivotal role in advocating for the ratepayers of Niagara Falls. She was involved in efforts to address the aging infrastructure at the city’s treatment plants, and ensuring that key improvements were made to enhance operational efficiency. Throughout her time on the board, she also worked diligently to strengthen internal controls, ensuring more effective operations and fiscal responsibility.
“I’d like to thank Colleen for her dedication to the Niagara Falls Water Board and the people of Niagara Falls over the past eight-and-a-half years,” Ortt said. “During Collen’s tenure, she was steadfast in her advocacy for the residents of the City of Niagara Falls. She continually placed the residents and ratepayers of our city first, and I wish her well in her future endeavors.”
Low Larkin said, “I am deeply grateful for the opportunity to have served the people of Niagara Falls and to have worked alongside such a dedicated and professional team. It has been my honor and privilege to represent Sen. Ortt and the ratepayers of Niagara Falls for the past eight-and-a-half years. There's a lot that I learned during this time about municipal operations, and I have a better understanding of not only the ratepayers' needs, but the complexities of water and wastewater treatment operations. I wish the ratepayers, as well as the hard-working employees, the best in the future.”
Low Larkin’s leadership and commitment to fiscal responsibility and operational improvements have left a lasting impact on the board and the community. Her contributions have helped position the Niagara Falls Water Board to continue making progress toward a sustainable future for the city’s water systems.
