On July 31, the Senate Appropriations Subcommittee on Defense passed the Department of Defense Appropriations Act, which included language that would enact a one-year strategic pause for Air Force structure adjustments. This would prevent cuts to the Air National Guard and protect installations like the 107th Airlift Wing at the Niagara Falls Air Reserve Station.

Although contrary wind conditions kept the balloons grounded for most of the celebration, these visitors were thrilled to see the colorful giants rising on NCCC's Sanborn campus.
