Youngstown to review $1.6 million budget draft, which reflects modest increase over '24-25 adopted plan

The Village of Youngstown announced this week it would hold a public hearing at 7 p.m. Thursday, April 10, to review its tentative budget draft for the 2025-26 fiscal year.

Projected to total $1,603,872.44 in both expenses and revenue, the budget reflects a modest $78,393.42 increase over the 2024-25 adopted plan of $1,525,479.02.

Broken down, this year’s draft finds the following numbers for ’25-26, according to numbers released Wednesday by the village clerk’s office.

•Under general expenses, named accounts and their numbers include: contingency, $74,559.02; general government support, $380,498; public safety, $239,990.38; public health, $2,614.04; transportation, $220,250; economic assistance and opportunity, $108,000; culture and recreation, $167,361; home and community services, $205,800; and employee benefits, $204,800 – for a total of $1,603,872.44.

•Water expenses, according to the draft, total $210,900. Broken down, they include: contingency, $33,164; home and community services, $173,436; and employee benefits, $4,300.

•Water revenues include: departmental income, $194,700; and use of money and property, $16,200 – for a total of $210,900.

•Sewer expenses total $283,200. They include: contingency, $43,009; home and community services, $236,985; and employee benefits, $3,206. Revenues in the sewer account, likewise, total $283,200, and are derived from departmental income.

The village clerk’s office said it changed the date of this public hearing, which was initially scheduled for April 17. This change was made in order to accommodate and approve any changes by the Board of Trustees prior to the April 20 adoption.
