The Village of Youngstown Board of Trustees approved the budget for 2026-27 on April 30. The total expenditure and revenue for the village’s budget is $2,756,395.87.
A public hearing on the budget was held April 9. Deputy Mayor Rick Stortecky said there had been two changes made between the two dates, but the major difference in expenses was covered by the large contingency the board and the mayor had budgeted for within the sewer’s budget, as well as the village’s NYCLASS account where village funds are doing well, according to Stortecky.
“The office underestimated what’s called O&M charges for the sewer,” he said. “Those are the fees for operation and maintenance that we pay the town and we pay Lewiston for the sewer system. We were light about $27,473. We made that adjustment.”
Stortecky also said he and the board knew that line was a “ballpark” figure when presenting the tentative budget on April 9, but had promised to do more research on the matter, eventually resulting in change of the official budget.
The village’s Department Public Works also asked for more funds to pay for catch basins, which help with the village’s storm sewers, so $1,500 was added.
“The $1,500 was offset by an actual increase,” Stortecky said. “Surprisingly, we had an increase. Verizon pays rent to use our water tower, and every year the rent increases. It just so happened that the rent increase was $1,500. So, we made that adjustment and it actually washed out the new catch basin amount.”
Despite the changes, Village of Youngstown taxes remain static at approximately $7.81 per $1,000 of assessed property value for the third year in a row.
