I feel it is important to address a growing safety issue that has been brought to our department’s attention with increasing frequency: the reckless and illegal operation of electric bikes (e-bikes) and electric scooters by teens in our community.
While we recognize that these new forms of transportation can be fun and convenient, especially during the summer months, they also present real dangers when operated improperly, both to the rider and to others sharing our streets and sidewalks.
Here’s what every parent and teen should know:
•Riders must be at least 16 years old to legally operate an electric bicycle on public roads. Children under this age should not be riding them, period.
•Helmets are mandatory for all riders aged 16 and 17. This is not just a recommendation, it’s the law. Wearing a helmet significantly reduces the risk of serious injury in the event of a fall or collision.
•Not all e-bikes are legal to operate in New York state. Certain high-powered or throttle-only models exceed the limits established by law and are considered illegal for street use. If you are purchasing an e-bike or scooter, please ensure it meets New York state regulations. Our department is happy to provide resources or guidance on what is allowed.
•E-bikes can only be operated on certain roads. E-bikes can only be operated on roadways with a posted speed limit of 30 mph or less. Additionally, these bikes cannot have the ability to go over 20 mph.
Unfortunately, we’ve seen a rise in reports of teens weaving through traffic, riding on sidewalks, and ignoring basic traffic rules. These behaviors are not only unsafe, but in many cases, unlawful. We want to avoid tragedies before they happen, and that starts with education and community awareness.
Parents, we urge you to have a conversation with your children about responsible riding and to ensure their e-bikes or scooters meet legal standards. Riders found in violation may be subject to enforcement action, including the impoundment of their vehicles.
