Caleb Armbruster has always been a "woods boy," said his grandmother, Cathy. As a baby, he suffered from colic, a condition that causes infants to cry excessively for hours at a time. "I took him to the woods, and he'd stop crying," she said.

The New York Power Authority board of trustees Wednesday approved increased energy efficiency funding of $117 million in support of the Build Smart NY program, a statewide initiative resulting from a 2012 executive order by Gov. Andrew M. Cuomo to reduce energy use in state buildings by 20 percent by 2020.
