Erie County District Attorney Michael J. Keane announced Sir Raven Rodgers, 31, of Buffalo, was sentenced before Erie County Court Judge Kenneth F. Case to 20 years in prison followed by five years of post-release supervision. Rodgers was sentenced as a second violent felony offender.

On Tuesday, Oct. 14, 2025, at approximately 9:30 p.m., the defendant shot the victim with an illegal gun on Isabelle Street near Laird Avenue in the City of Buffalo. The victim, 47-year-old Rafael Ruiz Quinones, was pronounced dead at the scene.

In July 2026, Rodgers pleaded guilty to one count of manslaughter in the first degree (class B violent felony). Rodgers entered a guilty plea to the charge in full satisfaction of the indictment.

Keane commends Det. Joseph Ruggiero and the Buffalo Police Department for their work in this investigation.

The case was prosecuted by Chief Christopher S. Safulko of the major crimes bureau and Assistant District Attorney Ryan M. Flaherty of the homicide bureau.
